As huge fan of “Hitchhiker’s guide to the Galaxy”, I used the Z-machine - Wikipedia engine once.
There are a lot of different implementations, unfortunately the license is not open or not clear in most cases.
But almost every approach tries to use low hardware specs. A nice article in very strange webdesign (also linked at the WP page) is: Richard A. Bartle: How to Fit a Large Program in a Small Machine
In my opinion the cut between engine and story makes it beautiful. You could easily write a interpreter and provide it open, content creator could freely distribute their files as wished.
I still think a text adventure game would be super fun ![]()
